Strengths
Dynamic, game breaking athlete. He possesses top tier elusiveness, change of direction, long speed and burst. This shows up at all stages of the play, from the release off the line of scrimmage, to getting separation at the break point, to when the defenders are chasing him into the endzone.
Weaknessess
His size is a major concern for me. He will be below the tenth percentile for every size measurable at the WR position. The size is limiting in terms of physicality and catch radius, not to mention the injury history. This shoehorns him into being a slot only type of player with some ST return upside.
Big Picture
Tiny, but talented. Moore possesses game breaking athleticism who offensive coordinators will love to get the balls in his hands and let him work. He projects best to a slot WR role in any scheme. He needs to be efficient with his touches, he doesn't need to be a volume touch guy. I would value him as a low round 2, high round 3 prospect. Don't be surprised if he sneaks into the first because the NFL has taken other small speedsters such as John Ross and Tavon Austin top 10 in the last 10 years.

An elite athlete for the position. Has top notch long speed, cutting ability and play strength for his size. Speaking of his size, that is his main detriment as a prospect. He will be under the 10th percentile in every measurable for size once he's in the NFL.

Big Play Ability
Runs a solid route tree out of the slot including crossers, fades, in, out, slants, and posts. His short area quickness and elusiveness make him slippery at the LOS. He creates separation with ease with his low center of gravity, and great COD skills with acceleration out of his breaks.

His catch radius is modest at best due to his size. Below average hands are a major concern for me. He not only is limited by size, but he drops way too many "easy" catches for my comfort. Not a jump ball guy but that doesn't bother me as that's not his game.

His run after the catch ability is his best aspect as a playmaker. However, he isn't super physical outside of effort with the ball in his hands. His blocking is nonexistent. His strong base helps him a lot with his contact balance and unwillingness to go down.

Is a fantastically instinctual runner. Understands how to find space in coverage as well as with the ball in hands. Really should only line up in the slot or occasionally as a Z receiver, so he has limited position versatility.
